UDP International conducted a strategic research study to outline guiding principles for a more sustainable and integrated approach to new large-scale developments including Transit Oriented Developments(TOD) in Hong Kong - using a collaborative, multi-stakeholder engagement based approach. Under the project direction of Dr. Govada and the guidance of the and Steering Committee, issues related to large-scale development were discussed in a collaborative process including a multiple-stakeholder workshop. The resulting ULI Ten Principles for a Sustainable Approach to New Development are practical and relevant guidelines intended to have a positive influence on new large-scale and TOD projects in Hong Kong and the region. UDP International was commissioned by ULI to spearhead this research initiative, the first in Asia. The resulting Principles have been shared widely with ULI’s global membership base and has been presented in several countries around the world. This study has been instrumental in initiating similar studies in Manila, Singapore, Shanghai and the region.

3. Extend the Urban Grid: Develop to an appropriate scale and density

4. Open Up Public Space: Provide accessible public open space

5. Integrate Infrastructure: Ensure transport and infrastructure integration

6. Activate the Streets: Enhance street level interface and continuity

7. Keep it Flexible: Facilitate good urban design and flexible zoning

8. Promote Sustainability: Go beyond sustainable building design

9. Engage People Early on: Enable up-front public engagement

10. Manage, Control, and Coordinate: Implement coordinated management control
